I have an issue since i restored my iPhone12 mini (with the latest IOS).
each contact I'm adding using my iPhone cannot be deleted using the iPhone, i get a message that says that it is read only and cannot be deleted.
however, I can delete them using the iCloud website
how can I fix that?

If you can't delete contacts means you might have Restrictions ON.
Settings > Screen Time > Content & Privacy Restrictions > Contact : set to Allow Changes.
Note: Content & Privacy Restrictions must be enabled to make changes.
So I tried this. Now the particular contact is not showing in my iCloud contacts but still showing in my phone contacts. This is so frustrating!
