Chinese version of iPad

I bought my iPad Pro 12.9 in China (PCR) in 2020, and it seems that it’s a bit different from versions of other countries. For example I can’t make a FaceTime video call. Can I fix it somehow?

Not all features or Apps are available in all countries or regions. Devices purchased in some countries may have some features or Apps disabled in order to meet legal restrictions of that country.

Removing the device from the country of purchase does not lift functional restrictions. Similarly, you cannot “update” the system software to an unlocked version - as the restrictions are “burned in” to the host hardware when the device is configured for its target market.

The only way to lift functional restrictions is to purchase a device in a different country/region. Be aware, however, that while functional restrictions applied in system hardware may not exist (e.g., the FaceTime App may be accessible), the App itself may not operate as expected in all countries (such as China) where the App is not supported.

Some countries block access to servers and services in other countries. At a national level, China is well known for its blocking controls for some internet services.
