Bookmark order in Favorites not syncing

I have followed all the recommended fixes, but no mater what I try, the bookmarks in my Favorites folder in Safari will not sync properly. The bookmarks are in the same order on my iPhone and iPad, but different on my iMac. I am running all updated software, Have cleared all website date. Have gone to iCloud and turned Safari on/off. Restarted all devices and nothing seems to fix the issue.
