Loading drivers license to

What is happening when you try? Are you following the directions in the article below? If so, where are things going wrong?

Add your driver's license or state ID to Apple Wallet - Apple Support

Are you in a supported state?

ETA: The only option I get is Arizona even though supposedly Arizona, Connecticut, Georgia, Iowa, Kentucky, Maryland, Oklahoma, and Utah are all supported.

PA may not be supported but yet, but I am only getting Arizona as an option as well.

That's correct. As I said above, only Arizona is supported at this time.
