I would like to set up my new iPad for my son
, without my apps and data, when I select that option, I still see all of my apps and data. To remove them, I am warned that it will remove them from all of my apple products. What am I doing wrong.

Did you sign in with your Apple ID on the iPad? If so, then yes, all your apps would be available for download form your purchased history. But are not actually on the iPad.
You can create an Apple ID for your son entirely so those are not there.

You can erase the iPad and set it up as a new one without your Apple ID using the steps in the article below. Create an ID for your son and set the iPad up using his Apple ID.
Assuming you mean in Settings->General->iPad Storage, that will show installed Apps, but removing them should not remove them from other devices.
Outside of that, I would second Eric's suggestion. Restore the iPad and set it up again with an Apple ID for your son.

When I go to settings, under apps all are available. Things like delta, financial institutions, stores(Amazon) with my sign ins available
