I found a similar issue in other OS versions, but since I have upgraded to Monterey 12.3 the contents of dialog boxes isn't responsive. I cannot upload documents if there is not a drag and drop feature, and if I minimize the boxes, then resize, they are responsive to a point. Is there a known fix for this?

First, try restarting your mac, if you haven't already.
If you do, and the problem persists, restart in Safe Mode and test. Is the problem present in Safe Mode?
Restart normally again. Is the problem fixed?
