The iPad (9th generation) has a 8MP Wide camera in the back and a 12MP Ultra Wide camera in the front. Both have features such as HDR for photos and auto image stabilization. It's not expected for the photos to be grainy if you are looking at them from the Photos app.
To help with taking photos, you can try:
Cleaning the camera lenses with a lint-free cloth. Note: "Don't use window cleaners, household cleaners, compressed air, aerosol sprays, solvents, ammonia, abrasives, or cleaners containing hydrogen peroxide to clean iPad."
