Photos on MacBook Not Syncing With iCloud

My MacBook Pro 13" 2020 model stopped syncing photos with iCloud. This started when I almost deleted the cache for the photos library. I tried the repair option that didn't help.

MacBook Pro 13″, macOS 11.4

What is the status bar below the All Photos view showing? Check the status of your library in Photos for macOS - Apple Support
