I want to use universal control, but I'm using VPN and my devices can't connect together. How can I do it?

If VPN is not compulsory for your work, uninstall it and if the problem is solved, keep it off.
I have not yet tried it, but I'd be surprised if it works when the other device (or both without some extra tweaking) is using VPN.
Universal Control Additional requirements:
Each device must be signed in with the same Apple ID using two-factor authentication. Universal Control does not support Managed Apple IDs.
Each device must be within 10 meters (30 feet) of each other and have Bluetooth, Wi-Fi, and Handoff turned on.
Your iPad must not be sharing its cellular connection and your Mac must not be sharing its internet connection.
This is not my answer.

What are you using VPN for?
Unless it is required to connect to a work or school network, then it is just not such a great idea.
