Lost iPhone no battery keeps changing positions in the same radius on find me

my lost iPhone (no battery) keeps updating Location on a random time and changing positions on a ~20 meter radius. Could this be a bug? I checked and its Not there

If your phone has no battery (zero charge?) then it cannot be transmitting its position. It may be its last known position.

Are you sure the battery is discharged? Try tapping on the device and make a sound.
