Problems adding payment methods to store

I'm having problems trying to add a credit/debit card to the payment methods connected to my Apple ID. This is for paying for things like iTunes Store purchases, subscriptions, etc.

Here are my three problems:

  1. I have a number of cards in Apple Pay Wallet, but when I click on Add Payment Method (settings -> my account-> Payments and Delivery -> Add Payment Method), it says "No eligible Apple Pay cards were found in your wallet. Please make sure that your storefront matches the card(s) in your wallet and try again." What does that mean? People have reported this problem numerous times before and yet this cryptic message hasn't been replaced with a more meaningful one.

2. if I try to add a credit/debit card manually by typing the number, expiry date etc., it displays a page with the message "Adding.." and the progress wheel goes around and around in an infinite loop. By this stage I have already received an e-mail from Apple confirming that the payment method has been added, but the progress wheel keeps on spinning. Pressing Done makes the page go away, only for the page to come back up again and the progress wheel keeps on spinning. The only way to get out of this endless cycle is to press the back arrow.

3. Now the card is added, but it is displayed as a generic Mastercard, Visa etc. The card has an option to link with Apple Pay. That works for some cards but not for others. When it fails, you still hear the da-ding like when you buy an app, but then you get a popup window with an error message (see below). As part of the process, Apple makes two pre-authorisation requests or payments (not sure which) for $0.00. That works for some cards, not for others. Maybe it works for credit cards and not for debit cards, but I'm not sure if that's the reason.

This is on an Phone 13 running iOS 15.4.

UPDATE: The transaction may be an Account Verify transaction to check that the card number is valid. According to Westpac (an Australian bank), this is processed as a $0.00 pre-authorisation. I don't know if this is a worldwide or country specific feature of Mastercard/Visa, or specific to Westpac. None of the cards that worked or didn't work for me are with Westpac and I don't know whether Apple uses Westpac for its payment processing. I am located in Australia and my Apple account is for Australia.

CORRECTION: Trying to link the card with Apple Pay (the one that worked) resulted in Apple making one pre authorisation hold or purchase request for $0.00. The other request was when I initially added the card to the payment methods.

For other cards (which could be added to the payment methods but not linked to Apple Pay), I haven't seen any such transactions, either when adding the card to the payment methods or when trying to link it with Apple Pay.
