Turn on Bluetooth upon startup

How do we turn on Bluetooth right after MacOS Monterey (12.2.1) started up (and presented a user selection to log in)?

I use Mac Mini with a Bluetooth keyboard (with a trackpad). But it can't connect to the Mac Mini because no Bluetooth was found. I've looked into Bluetooth Preferences and found no Advanced button/tab/whatsoever to manage the Bluetooth. To circumvent this, I have to remote the Mac Mini at least once for the first log-in.

Is there any way to activate Bluetooth on startup?

Did resetting SMC, PRAM and Bluetooth and doing a safe-boot help? Do you have any 3rd party virus apps, cleaners etc installed?
