Bluetooth not available after upgrade to Catalina

I upgraded to Catalina on my Macbook Pro. Now I can't turn on Bluetooth.

My Mac is pretty old (10 years) so it's way past its prime as far as application support, etc. I have a newer Mac so I mostly only use this one for video and music anymore... if I can't connect airbuds, it's essentially useless.

Considering downgrading the OS if that's the only option.

For troubleshooting try safe mode and see if it helps.

How to use safe mode on your Mac - Apple Support

NoteSafe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.
