Can a face id camera still be fixed if it gets water damaged or apple gonna say you need a new phone like they always do?

If a phone is liquid damaged, it doesn't matter what the specific problem you're having is, Apple will not attempt to repair it at all.
They will offer you an out of warranty replacement, or you can buy a new phone.
