Is it true that Apple Store Staten Island is not connecting iphones to carriers in the store?

I would like my purchased I Phone to be connected when I go to pick it up. Are they still performing this service in store?

iPhone 6 Plus, iOS 12

Resolve SOS Only issue after iOS 16.2 update Hi, Not sure if people were able to resolve this. I upgraded my iPhone 13 to iOS 16.2 and suddenly my phone lost the ability to connect to mobile/carrier signal. It just shows "SOS" on the top.
