Toggle on the "Mail" option to prompt a pop-up message.  is not available as mentioned in this site "https://www.businessinsider.com/how-to-create-icloud-email"

If you have an Apple account and you are signed into it on your phone you do not need to add anything. You just turn it on.

With iOS 15.4 its

Settings, your name, iCloud, iCloud mail then turn it on



With ios 15.3 and earlier you turn it on in Settings, your name, iCloud


If you have iCloud+ you can add custom domains but that is another subject.

You don’t have an iCloud email address because you don’t have an iCloud account with email.


Here is how this Apple ID is configured: Use your mobile phone number as your Apple ID - Apple Support


This Apple ID looks and works like an Apple ID referencing a third-party email address; like an Apple ID with no iCloud email.


To get where you want, you’ll need to create a primary address: Create a primary email address for iCloud Mail - Apple Support


From there, you should be able to configure and use iCloud email.

Thanks for coming in.

Problem is that OP has already tried:-

  1. On your iPhone, iPad or iPod touch, go to Settings > [your name] > iCloud.
  2. Turn on iCloud Mail (or Mail), then follow the onscreen instructions to create an iCloud Mail address.

but they can't turn it on ;see graphic)

I think the choice of number maybe precludes use of iCloud mail.
