Removing iCloud data taking forever

i am trying to sign out of iCloud to return an iPad Air. “Removing iCloud data” message has been on screen for over 30 minutes. Tried turning off and on and rebooting iPad. No luck.

How to stop/quit/delete iCloud? I see many people have asked us but I don’t see any answers… I never signed up for iCloud, and don’t want it, my work requires that any device I use be isolated from cloud services… I don’t want it, never asked for it, but it is stuck on both of my iPads and my phone now apparently…. When I signed out of iCloud, it started "copying iCloud data" which is taking a long time. Is this the expected process? I thought it would let me shut it off. Hello bolmar,

If your iPad is showing the same message for over 30 minutes, we'd recommend restarting your iPad. After restarting your iPad, check if your signed into iCloud. If you're still signed into iCloud, follow the steps listed in Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac.

Let us know if you're still unable to sign out of iCloud with the steps in the resource provided.
