iOS 15.4 - Siri will NOT review imessage when replying to a text

Since I updated to iOS 15.4 (and today to 15.4.1), Siri will not review a dictated message I compose if it is a reply to one she read to me.

Expected behavior:

Siri should read back the reply dictated to allow the user to review it.

Observed behavior:

Siri does NOT read back the reply I compose. Siri simply asks, "Send it?"

To reproduce this bug:

Have an unread imessage.
Ask Siri to to read messages.
When Siri asks if you want to reply, say "yes"
Compose your reply.
Siri asks, "send it?"
Reply, "review."

Again, this ONLY happens on a reply. If I simply use Siri to send compose message without replying to one I received in the same action, asking Siri to "review" the message works as expected.

Is this a new setting introduced with iOS 15.4 I need to enable or is this a bug?

Hi there curious_george_2019,

Thanks for posting in Apple Support Communities. We tested the exact steps you mentioned to see if Siri would review the dictated message as you describe. It did work on our end.

There is a setting you can check that might be affecting Siri. Go to Settings > Siri & Search > Announce Notifications. Look at Reply Without Confirmation and make sure it is disabled. If you have it enabled, Siri will send replies without reading back the message.

Then, restart your iPhone and test Messages again. Let us know how it goes. Here's more about Siri announcing Messages:

I do not have any extra devices, just the phone. I also just updated my work iPhone X to 15.4.1 and found that this bug is present on it too. Can others reproduce this behavior?

Does Apple have a public bug tracker? I am happy to reported this bug.

Thank you for the reply. Unfortunately, I do not see "Announce Notifications" nor "Reply without Confirmation" under Settings> Siri & Search. What I see under that section:

Listen for "Hey Siri"
Press Side Button for Siri
Allow Siri When Locked
Language
Siri Voice
Siri Responses
Announce Calls
My Information
Siri & Dictation History

Hello curious_george_2019,

Are you using a headset like AirPods or Beats with your iPhone? "Siri can announce calls and notifications from apps like Messages on supported headphones and when using CarPlay."

It also shows the following information:

For apps where you can send a reply, like Messages, Siri repeats what you said, then asks for confirmation before sending your reply. To send replies without waiting for confirmation, turn on Reply Without Confirmation.
