Hi, I had changed my SIM twice and off my iPad but it still show me 3G instead of 4G. How to resolve it?
Older models of iPad may not incorporate 4G Cellular radios. Perhaps start by revealing some information about your iPad model - which may, itself, reveal useful information.

All iPad Air generation support 4G / LTE.
Does your service provider support iPads? Is the SIM card provisioned for iPad use by your service provider?
Is 4G turned on in Settings->Cellular Data? Can you show us the settings there?
Are you in an area with good 4G reception?
Is iPad Air, and is post pay SIM card.
What iPad model do you have exactly? Are you sure it supports 4G?
Are you in an area where 4G is available?
If you go to Settings->Cellular Data how is it set up exactly?
