controller transform not working in set

I'm not sure what I'm doing wrong: I have a set created, with some channel strips created at the set level. One of those has a controller remapping (in the midi input section of the channel strip settings). CC11 gets converted to CC7.

It works when I select the set itself, but when I select any patches within the set it stops working, and no CC7 messages are sent. If I select the instrument channel strip in question, when I have one of the patches in the set selected, I still see the remapping there, it just isn't doing anything. If I go back and select the set itself, it starts working again.

Anyone know how I might address this? Thank you!!!
