how to scan a QR code on a MacBook Air

I set up an account in the government's TSA system to apply for Global Entry. They asked for a device authentication method and I chose Touch ID. Now when I try to log back into my account and I select Touch ID, it doesn't access the Touch ID function - it brings up a QR code. Is there a way to have my MacBook Air scan the QR code that pops up in Safari?

No. You can scan it with a phone.
