I transferred complete library from mac to Hard drive. After the transfer was complete i checked if videos are playing in Hard drive and they were hence i deleted the pics and videos for storage to be available. After few days i tried playing videos from the library but they don’t play. Please someone help how to resolve this. It has years of memories.

What happens, when you try to play the videos? Is there an error message? If yes, what is the error message?
Can you export the videos with File > Export > Export unmodified original? If yes, do the exported videos play, if you move them to your Pictures folder?
What is the file system formst of your external drive?
Have you checked your Recently Deleted folder to see if possibly your deleted items are still there. They won't actually be deleted until after 30 days. If they are still there, they can be recovered by Control-Click/Recover.
Also, if you keep a Time Machine backup you may be able to restore you Photos library to a point in time before you made the deletion.

I can see the thumbnail of the videos and when I open them in photos app, only the thumbnail opens and there is no error message.
while exporting it is showing this message “The export operation failed to create a file for the photo identified below: — Cocoa error -1”
Format of external drive is APFS.
P.S - I have another library in external drive for this year videos, they also have been deleted from phone and icloud. Those videos are playing without any problems.
Was your previous library an "managed" or "referenced" library?
