Airpods Max are very quiet compared to my Airpods Pro

I bought some new airpods max and despite the fact that the audio quality is very good, they so quiet. Compared to my airpods pro which are louder. 70% volume on airpods pro is the maximum on max. and it should be noted that I have tested it with high resolution music in Apple music. I don't have any hearing problems either. It frustrates me because they are too expensive and the sounds are too low. when I play a YouTube video you can hardly even hear it. It's not like a theater as advertised. someone help me if it's normal.
