So I ordered an iPhone 12 but I had it doesn’t include a charger but I also heard it just doesn’t include the charger base that you plug into the wall. So do I buy the charger a charger and wall base or just the wall base ?

Note that the power adaptor Brian cited is the "right one" for your new phone and cable.
However, you can still safely use any older Apple power adaptor and cable -- as long as it has a "lightning" connector -- to charge you new iPhone. (although it might not charge as quickly)
