Good morning!

I've changed payment option to phone number. Instead of taking the payment once (75rubles), Itunes took it 4 times. What is the reason for this and how may i recieve my money back?

Could be related to the exchange rate which neither you nor Apple have no control over, unfortunately. Try contacting Apple for a refund? See Request a refund for apps or content that you bought from Apple - Apple Support
