I need to change the default email application to Outlook for opening .eml files in finder. A previous solution for browser links does not appear to change the way files are opened from saved .eml files in finder (MacBook Pro, MacOS Monterey 12.2.1).

Have you tried right clicking once on the .eml file while in Finder, and select Get Info.
Then about halfway down you should see "Open with:", with a drop-down list of applications that may open that file type.
Try setting it to Outlook. If you want all .eml files opened with Outlook, click the Change All button.
