Why do some of my iMessages have a tap to download in the message and when I tap it it either goes to a question mark or just a loading circle and never loads?

Hello,

I think this indicates that you could have a couple different features in use. First iCloud Messages and maybe also Low Power Mode and Optimized Storage.

Set up Messages on iPhone - Apple Support

"Because your messages and any attachments are stored in iCloud, you may have more free space on your iPhone when you need it. Message bubbles, whole conversations, and attachments you delete from iPhone are also deleted from your other Apple devices (iOS 11.4, iPadOS 13, macOS 10.13.5, or later) where Messages in iCloud is turned on."

Charge the iPhone battery - Apple Support

"Low Power Mode limits background activity and optimizes performance for essential tasks like making and receiving calls, email, and messages; accessing the internet; and more."

How to check the storage on your iPhone, iPad, and iPod touch - Apple Support

"f your device is low on storage, it automatically frees up space while installing an app, updating iOS or iPadOS, downloading music, recording videos, and more.

To make more storage available, your device can remove some of your items, like streamed music and videos, files in iCloud Drive, and parts of apps that aren't needed. It also removes temporary files and clears the cache on your device. But your device only removes items that can be downloaded again or that aren't needed anymore."

I hope this helps.
