The Siri Remote (2nd generation) does have volume buttons.
The old style Apple Remote (aluminum) will work fine for most navigation with the current models Apple TV (4th generation or later) as well, but it lacks volume control and lacks the TV/Home button. Because it lacks the TV/Home button, the old style remote can’t be used to access tvOS Control Center. It is no substitute, but having it as backup is convenient.
