I have got a iPad Air it has stopped downloading latest software tried downloading manually but saying it is up to date I’ve only got ios12

Which iPad model do you have?
If this is an iPad Air, Model 4,2 A1475, built until 2016, it can't be updated further than iOS 12.5.5
If it is a newer iPad Air, did you try to update it, using the computer?
