i keep getting text messages saying icloud is full and need to upgrade. Are these legit? is my icloud currently full

I keep getting texts saying icloud is full and need to upgrade 50 GB. Is this a legit text? How do i check cloud storage?

iPhone 8, iOS 15

My iCloud storage is empty but I keep getting alerts that it's full and upgrades are available. Why would I pay for an upgrade when the storage that came with my phone is useless?
