iPhone storage

I have an iPhone 13 Pro Max with 128GB of storage. I currently have 59.1GB and it is saying my iCloud backup failed and must purchase more storage. Why is this happening?

It failed because your iCloud storage space is insufficient. You will have to subscribe to the next highest storage plan.
