Show develop menu in menu bar ticked and greyed out

The 'show develop menu in menu bar' option is ticked in safari->preferences but it is greyed out and the develop menu is not showing in the menu bar

Opening new window doesn't work after upgrading to ventura Since I upgraded to ventura I have an issue with opening an new window. Eg when on safari I choice opening a new window I got opening a new tab. For other apps like terminal, pages etc the behavior is simular. I can drag the tab outside the window to get 2 safari windows. But this is stupid because double work. I guess there is a new setting somewhere hidden to set this. I searched for a few months but didn't find something. Does anybody have a good tip how to restore the correct working? Saying that when I want to open a window a window opens.

Menus instead of action? It seems nearly every time I click on the + to add a new tab, or on the Forward or Reverse buttons, or on apps in the Dock, instead of just doing any of those actions, I get instead a dropdown menu!! I just want the new tab to open, or to go back to the previous one, forward to the next one, or the app I clicked on, to just open!! And sometimes clicking doesn't register, or grabbing the side rails won't move the position of the screen, or scrolling won't happen! I have to do something else, then try again, for it to finally do what I need doing. Why is this happening so often??

If you are not able to use developer tools in Safari, try to disable and reenable them.

“If you’re a web developer, the Safari Develop menu provides tools you can use to make sure your website works well with all standards-based web browsers.If you don’t see the Develop menu in the menu bar, choose Safari > Preferences, click Advanced, then select “Show Develop menu in menu bar.”” Use the developer tools in the Develop menu in Safari on Mac

Then, quit and relaunch Safari. Quit apps on Mac - Apple Support
