Installing macOS Server from Apple Business Manager

Hello! I am looking to set up a Mac Mini as an MDM for our organization's few Apple devices. I have procured macOS Server through our Apple Business Manager, but I have no idea how to install it because the Mac Mini is not yet managed through the MDM. Feels like a catch-22 where the Mac Mini needs to be managed by the MDM to get the software, but the machine itself is to be the MDM.

What are my options? Thank you!
