You need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to that information — and that is a good thing, BTW. That’s why for Financial Assistance, you need to contact Apple Support. They’ll see what’s going on and will run you through the fix.

Where was your first attempt? Hopefully not here; this is a user-to-user forum; no one here even knows who you are, let alone has access to your account. And was it for an App Store purchase? If the card was not used for an Apple purchase then Apple has nothing to do with it.

You can review your purchase history to see what you were charged for, cancel subscriptions and request refunds. There’s also a link in it to chat or speak to an App Store representative if you can’t resolve this using the online tools.

Note for the future that it is your responsibility to control your credit cards; Apple can’t do that for you.
