my Apple ID recovery email is also the same iCloud that I have used to setup this I pad
so please activate my iPad after your possible procedures

Im not sure I understand how the iPad is locked. The screenshot you attached is the setup assistant, with the option of using QuickStart to transfer your content and data over from another device.
If your iPad was locked, passcode or otherwise, you would not be able to complete the setup assistant.
If you are having issues with regaining access to your Apple ID in order to restore from a backup, I would recommend regaining access to your Apple ID first prior to attempting to setup the iPad.
