I'm trying to create a PDF document that has mouseover text, but preview doesn't want to show it. If this is just something I need to change in Preview or InDesign, great. If that kind of thing is only viewable on Acrobat though, that's a problem.

You should use cross-platform functionality in available PDF readers. I don't know what is behind the scenes with Acrobat Pro DC's implementation of the mouse-over feature in PDFs, but Adobe believes the world revolves around them, and it may require a current version of Acrobat Reader DC to view that mouse over functionality.
Apple's Preview does not support Adobe's Acrobat JavaScript (AcroJS) scripting and will simply ignore it if present. Likewise, if Adobe PDF creation tools embed instructions in the PDF that trigger Acrobat Reader DC to do something like use an Adobe-specific plug-in, then Preview will either ignore it, or fail to open the PDF.
