How can I move an individual bookmark in OS11.6.5 to a different folder in the “Edit Bookmarks” menu?

I used to be able to arrange or move bookmarks into new folders in the "Edit Bookmarks" menu easily, but I just updated my OS to 11.6.5 and I've lost that ability. What are the new methods for moving bookmarks in OS11.6.5?
