I am stuck on the activation lock screen on my Ipad 2, I know it's the right icloud account but it keeps saying it can't be used to unlock the iPad. HELP!

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.
If you have the necessary documentation, Apple have recently introduced a new portal though which you may be able to request release of an Activation Lock:

However, recovery of the AppleID credentials should be possible…

When you recover access to your credentials, you would be well advised to log-in to your AppleID account from a web browser - and verify/update any email addresses and trusted telephone numbers:
Resolving the Activation Lock may be the least of your problems...
You need to be aware that very old first generation iPad2 can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).
Apple ended update support for iPad2 in September 2016. Your iPad cannot be updated to iOS 10 or later major versions of iOS as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. This limitation cannot be bypassed; iPad2 is a 32-bit architecture device, whilst all recent versions of iOS/iPadOS are designed for 64-bit hardware platforms. iPad2 is effectively obsolete.
Compatible Apps for your iPad are increasingly difficult to find - as third-party developers are increasingly dropping support for older versions of iOS preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them - which may severely limit the usefulness and utility of your iPad if you should you ever, as now, need reset or restore your iPad. As such, if you want or need to access most current Apps, requiring more recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model.
Of current models, even the entry-level iPad9 has specifications and capabilities that will massively outperform you current iPad - and is compatible with the vast majority of current Apps. Other models are more powerful still.

An iPad 2 is an antique and at this point yours may be beyond unlocking. There are very few of today's apps that will run on such an old device. If the Apple ID and Password are incorrect, you will not be able to use the iPad. We cannot help and Apple will not unless you can produce the original receipt clearly showing the serial number. You can recycle it at any Apple Store.
frazzm737 is correct in his assessment. The device is a veritable antique at this point and as already pointed out, virtually no modern apps will even run on such an old device. It most assuredly wouldn't be worth the time or effort to get it up and running again.
