I am trying to free up space on my MacBook Air. I have the computer set up with my iCloud but its still eating up my memory I figured I would see it sync more often

iCloud is primarily a syncing service rather than a cloud storage service.

You can potentially reduce the storage needed on your Mac by using the optimize storage option in iCloud Photos -- see: Set up and use iCloud Photos - Apple Support (be aware that any photo you delete from a device where iCloud Photos is turned on will also be deleted from iCloud and from any other device connected to iCloud Photos)

and by turning on optimizing for iCloud Drive at Apple menu > System Preferences > Apple ID > iCloud (in the Preferences sidebar) > Optimize Mac Storage.

Apple does not currently offer cloud-only storage. If that is what you want or need, you may want to explore 3rd party options such as Google Photos, Dropbox, OneDrive, etc.
