iCloud is using too much storage on my Macbook?

Hi, I have a MacBook Pro and I am a design student which means that I use a lot of heavy files on Photoshop, Rhino, etc. I have a 2 terabyte plan on iCloud connected with my desktop and documents. I would like to know what is the purpose of using iCloud if it's still taking more than 250gb of storage from my 500fb storage on the MacBook. I understand that it's an automatic system but is there a way to decide what to store only on the cloud without taking space on my macbook? It can happen that the system needs more memory to run some tasks and it can't because of all that space occupied by iCloud and it's becoming frustrating.

MacBook Pro 15", macOS 10.14

What does 2TB cost on iCloud? $9.99 per mo. I think. It looks like you want just backup files and to do so simply. iCloud makes doing this too complicated and generates too many surprises IMO. I use Dropbox Plus for simple 2TB file storage with no surprises, $9.99 per mo. or $119.88 for a year paid in advance.

But, on optimizing storage, see: https://support.apple.com/guide/system-information/optimize-storage-space-sysp4ee93ca4/mac (on your Mac in general) and https://support.apple.com/guide/photos/from-icloud-photos-phtf5e48489c/mac (photos in iCloud)
