Can’t access my appleid password on my old phone to reset sons phone as he has been locked out

You cannot reset the screen lock passcode of a disabled or forgotten passcode device from another device.
Your son will need to erase his device by restoring it in itunes or finder -> If you forgot your iPhone passcode - Apple Support
That is the ONLY way to reset the screen lock passcode on an iPhone or ipad.
