If i turn off my icloud photos on my ipad and delete all of the pictures, then turn icloud photos back on, does it automatically delete photos on my phone that’s connected to icloud too?

If you delete photos on the iPad, while the iPad is not syncing with iCloud Photos, nothing will be deleted in iCloud and on your other devices syncing with iCloud Photos . The photos will stay on your iPhone and in iCloud, even after you enable iCloud Photos again on your iPad. Nevertheless, it will be safer to make a backup copy of all photos on a computer, if you have not yet done so.
But the photos will all reappear on your iPad, after you turn on iCloud Photos again. You may want to enable "Optimise iPad Storage", so only thumbnails will appear on the iPad and not the full resolution originals, if you want to save storage.
