I have an iPad Mini 5 which evidently has a built in eSIM. Can I connect this iPad to my iPhone's hot spot? Do I need to get the iPad 'unlocked'?

If your cellular plan on your iPhone provides for Hotspot Service, yes, you can hotspot to your iPad.

Again, assuming your phone service include Hotspot and you have turned it on on your iPhone, on your iPad go to Settings > Wifi and look for your iPhone Hotspot. Tap it and enter the password you see on your iPhone in Settings > Cellular > Personal Hotspot.
