Adding ID to Apple wallet

I have a Wisconsin phone number but reside in Arizona. How do I add my ID to Apple Wallet? There is no option for DL or state ID when I open Wallet?

How does apple wallet determine where I live? I am trying to add my State ID to my apple wallet but the option is not showing up. I live in Arizona so the option should be available to me.
