I lost my old iphone and bought a new one today. Anyone know how I can get my photps, apps and contacts restored on my new phone?

Yes from your regular backup

If you had iCloud Photos and iCloud Backup both turned on then they are safe.

These features are turned on by default. If you chose to turn them off and did not make any other backup provision then your data is unfortunately lost.
