New MacBook Pro and iPhone Photos not syncing the People

I bought a new MacBook Pro three months ago. I am running Monterey 12.3.1. I brought everything from my old MacBook Pro to the new with migration. I have done tweaking and have tried to make sure it has mirrored the old.

However, I am having trouble with Photos.

I use iCloud for everything on all devices.

My 2 year old iPhone appears to have all People up-to-date with faces recognition. It also appears to be all "scanned" as there is no message that it needs to finish "while plugged in and closed."

But my MacBook Pro for the past 3 months has been stuck with the same message:

It just seems stuck. For example MacBook will have a photo that has an unknown person in it but when I go to my iPhone they show up in their People album. I have gone to System Preferences>iCloud and the Photos options is check marked on.

I must be missing something. And if it would help to get the scanning to work again that would be an added bonus.

(Side note- when choosing the topic before submitting there is an option for "Photos for Mac" or "Photos for iOS". What is the difference as I have no idea which to check.)
