How can I remove the activation lock without Apple ID info

My mother who owned an iPad, recently died and I got her iPad. There is now an activation lock on it but I do not have proof of purchase for it and I cannot ask the owner since she is obviously not here anymore. How can I remove the activation lock without her Apple ID info
