Can a Live Photo be still reserved as a Live Photo even when uploaded to iCloud?
Saved? Yes.

How? I tried uploading it through icloud.com since I want to upload certain photos only. But upon checking, nothing is showing in my media types as live photos. It was uploaded as still photo.
