Can you use Family Sharing without the organizer being the only payment method? Specifically, can you share a family Apple Music account with all members paying for their own apps and iTunes purchases with their own credit card information by turning Purchase Sharing off?

See my original question...I specifically asked if purchase sharing is turned OFF and I were to purchase a family Apple Music plan could I, as the family organizer, avoid being responsible for all other purchases from the other individual's phones. We as individuals don't want to share app and iTunes purchases, only subscription services, namely Apple Music.
"If purchase sharing is turned on, the family organizer pays for family members' purchases and must have a valid payment method on file."
