how can I disable calls to my iPhone when it is in silent mode

When you describe Silent Mode, are you referring to using the Mute Switch on the side of the phone? If that is the case, the iPhone should not ring for calls unless the contact calling has been configured with Emergency Bypass. If you have the Mute switch on, calls should not be ringing. If you wish to disable all calls, you can put the iPhone into Airplane Mode. That will prevent the iPhone from getting any calls.

If I'm misunderstanding what you are asking, please explain more clearly.
